Rosemary Chabarria Retires After 32 Years

Serving Reeves County, A Career of Commitment

Reeves County Honors Rosemary Chabarria for 32 Years of Dedicated Public Service

 

REEVES COUNTY, Texas — Reeves County officials and community members gathered today during Commissioners Court to recognize the retirement of Rosemary Chabarria, longtime Reeves County Tax Assessor-Collector, marking the conclusion of an extraordinary 32-year career in public service. Chabarria began her county employment in June 1993 as a Property Tax Clerk under then-Tax Assessor-Collector Alicia Navarrette. From the start, she said she felt “totally blessed” to serve in what she viewed as a respected and honorable position within county government. That sense of pride and commitment would define the decades that followed. At the time, the Reeves County Tax Office oversaw three critical functions: Vehicle Title and Registration, County Property Tax Collections, and Voter Registration. Chabarria gained hands-on experience in each department, processing motor vehicle titles and registrations, collecting sales and property taxes, handling TABC and other fees, and managing voter applications, certificates, and election poll books. While she valued every role, Chabarria found the property tax collections department especially compelling. Motivated to grow professionally, she completed all required registration and certification courses through the Texas Department of Licensing and Regulation, earning her official Registered Tax Assessor-Collector certification on October 13, 2003. As Reeves County experienced rapid growth driven by oil and gas development, Chabarria helped guide a major operational change, the transfer of property tax collection services to the Reeves County Appraisal District. The move streamlined services for taxpayers by creating a “one-stop shop” for property appraisal, tax payments, and related concerns, a change that improved efficiency and customer service countywide. In recent years, the Tax Office’s primary focus shifted to Texas Department of Motor Vehicles (TxDMV) vehicle titling and registration services. In 2025 alone, the office assisted approximately 21,000 customers, a reflection of both population growth and the continued demand for efficient public service. “The introduction of oil and gas revenue has made our community grow bigger and stronger,” Chabarria said. “I’m proud to have been part of the changes taking place and of the role our office played in supporting that growth.” During today’s Commissioners Court meeting, the Reeves County Commissioners Court formally recognized Chabarria’s service, presenting her with a plaque in appreciation of her dedication, leadership, and lasting impact on county operations and the community. Chabarria closed her remarks with gratitude, thanking the county and its residents for the opportunity to serve. “Thank you for allowing me to have served you for 32 years,” she said. As Reeves County looks to the future, officials noted that Chabarria’s legacy of professionalism, institutional knowledge, and commitment to public service will continue to influence the work of the Tax Office for years to come.
